The programme page is published by Turismo de Cabo Verde (the Cabo Verde Tourism Institute, ITCV), the government body named in the approval letter, so it is tiered official; the visa itself is approved by the Directorate of Borders and Foreigners (DEF). Note the page still carries a COVID-19 entry requirement (negative PCR test or complete vaccination) that is almost certainly stale — no separate government page confirming its removal was reachable. The income test is a bank-balance test, not a monthly-earnings test; this is the single most commonly mis-reported fact about this programme.
