## What to know before you apply

The legal framework is real and in force: Executive Order No. 86, signed 24 April 2025 by President Ferdinand R. Marcos, Jr., published in the Manila Bulletin on 26 April 2025 p.2 and at 121 OG No. 18, 4057 (5 May 2025), effective on publication. Full text verified on the Supreme Court E-Library. But we could not verify that it has OPENED for applications. Sec. 7 required the DFA, with the DOJ, DOT, BI and BIR, to issue implementing guidelines "Within 30 days from the effectivity of this Order" and Sec. 5 required "a pilot implementation of said Program within 60 days from the effectivity of this Order". No published implementing guidelines were found on any government site, and four official channels list their visa categories without a DNV. SOURCE DISAGREEMENT: multiple secondary outlets state the DNV opened for applications in late June 2025 via evisa.gov.ph — Gulf News (6 October 2025) says it has been "open for applications since late June", with income of "at least $24,000 (Dh88,000) a year" and a fee "estimated between $200-$300". That article cites no DFA or BI issuance, and the application channel it names demonstrably does not offer the visa. Treat those figures as unverified. Note also that officialgazette.gov.ph and dfa.gov.ph returned HTTP 403 to every request from our environment, so a DFA advisory on a page we could not reach cannot be excluded — but nothing on the DFA's own e-Visa production system reflects one. Status is recorded as "announced" for that reason, with income, fee, processing, tax and family fields left null.

## What it means for your tax days

Not verifiable from an official source. EO 86 Sec. 5 directs the DFA to coordinate with the Bureau of Internal Revenue on implementing measures, but no tax treatment for DNV holders has been published. Claims that DNV holders are exempt from Philippine tax on foreign income appear only in secondary sources. A visa is permission to stay; tax residency follows the days you actually spend. Check Philippines's tax authority for the day test that applies to you — and count the days either way.
