## What to know before you apply

No dedicated digital nomad visa is in force. Article 40(4) of the Law on Foreigners (as amended by Sl. glasnik RS 62/2023) empowers the Government to create categories including "stranci digitalni nomadi" by decree, and Art. 51(1) required that decree within six months — but the implementing Uredba the Ministry of the Interior publishes is still 13/2020 as amended by 69/2022, which lists only startup, investor, talent and Serbian-origin categories. So the category is enabled in primary law, not implemented, and not offered as a service. The government's own digital-nomad page describes tax relief, not a visa route. What does exist: 90 days visa-free in any 180; a D visa for 90-180 days; temporary residence up to three years on the Art. 40(1) grounds; and the jedinstvena dozvola (single residence-and-work permit) for up to 36 months, e-application only since 01.02.2024, decided within 15 days — the realistic routes for a location-independent worker being self-employment (registered entrepreneur) or independent professional. Tax: a non-resident's income is exempt where they spend at most 90 days in Serbia in a 12-month period beginning or ending in the tax year and the payer is a non-resident not carrying on activity in Serbia (ZPDG Art. 9b); residency arises at 183 days or with a domicile or centre of business and life interests, and any part of a day counts as a full day except transit (Art. 7).
