## How the counting works

The board states that a person is considered a resident from the date of their arrival in Estonia — so once the threshold is met, residence is backdated to arrival. It also states plainly that a resident has unlimited tax liability, meaning both Estonian and foreign income are taxed in Estonia with double taxation relieved, while a non-resident pays income tax only on income received in Estonia.
