Who qualifies
Official criteria: 'You are at least 18 years old'; 'You are of good character, without a criminal record'; 'You are able and willing to make the required financial contribution'; and the ability to work remotely. Applicants must be earning their living from entities outside Dominica — freelancers, full-time remote employees or business owners. Supporting documents include passport bio-data pages for the applicant and all family members, police records, employment/bank references, proof of health insurance valid in Dominica, and proof of relationship of dependants.

Eligible dependants: spouse or partner; children or stepchildren under 18 years; other relatives wholly dependent due to age or infirmity. Children may attend school at primary, secondary or tertiary level.
Where to apply
Submit the WIN Extended Stay Visa application form online at windominica.gov.dm and pay the non-refundable application fee, uploading the required documents. The application is checked for completeness, then passed to the Permanent Secretary or Tourism Authority for recommendation and to the Joint Regional Communications Centre (JRCC) for due diligence; the application, recommendation and JRCC report are then reviewed by the National Security and Home Affairs Department. 'The WIN Visa (evidenced by a stamp known as the WIN Visa Stamp) is issued on arrival in Dominica and is valid from that date for up to 18 months.'

Two corrections to figures circulating elsewhere: the WIN visa fee is US$800 single / US$1,200 family plus a US$100 application fee (not US$100/US$200 as sometimes reported), and the income test is US$50,000 over the next 12 months. No official processing time or renewal terms were published on the pages read, so both are null. Aggregator sites frequently confuse Dominica with the Dominican Republic; they are different countries and only Dominica has this programme.
