The D-visa may be issued for a period of stay of up to 365 days within twelve consecutive months. In the case of two consecutive long-stay visas, the whole period of stay shall not be longer than 548 days within 730 consecutive days. Applications to extend the period of stay must be submitted at least 30 days before the period of stay expires.

Fee
€120 — Long-stay (D) visa fee is EUR 120 (children aged 6-11: EUR 60; children under 6 exempt), payable at an Estonian representation or at a Police and Border Guard Board service point. The PPA state-fee schedule lists the long-term visa at 120 EUR and the short-term visa at 90 EUR. Certain family members of Estonian, EU/EEA/Swiss and UK Withdrawal Agreement citizens are exempt.

Who qualifies
The applicant's work must not depend on location and they must be able to use telecommunication technology to perform their duties as telework, and must continue employment with an employer registered abroad, or hold a share in a company registered abroad, or provide services mainly to customers whose place of business is abroad. Applicants must submit a written explanation of intent to use the visa for teleworking, written confirmation from the employer that teleworking is possible, the employment contract, tax payment certificates from their country, and company registration information for the foreign employer. Russian and Belarusian citizens are subject to restrictions on the acceptance of visa applications.
Family
The official sufficient-funds table lists "not applicable" for both spouse and minor child under the teleworking purpose, i.e. no separate family funds threshold is published for this category. A "data concerning close relatives and family members" form is required with every long-stay visa application. No dedicated dependant route for digital nomads is described on the official pages.
Where to apply
Apply in person in the applicant's country of residence at an Estonian representation that handles visa applications, or in Estonia at a Police and Border Guard Board service point. If there is no Estonian representation handling long-stay visa applications in the country of residence, apply to the accredited or nearest Estonian representation, confirming the appointment in advance. The PPA route uses an online pre-application which is then printed, signed and submitted in person at one of five PPA service offices. All foreign public documents must be legalised or apostilled and translated into Estonian or English. Biometrics (10 fingerprints) are collected at submission.

What to know before you apply

The current official income threshold is 3,960 EUR per month (132 EUR per day), published by the Estonian Ministry of Foreign Affairs. This CONTRADICTS both figures circulating in secondary sources: the widely repeated legacy figure of 3,504 EUR/month (1.5x average Estonian salary, the 2022 threshold) and a newer claim of 4,500 EUR/month gross. Neither is supported by the official page; the official figure is used here. OFFICIAL SOURCES DISAGREE on the income look-back period: vm.ee requires evidence of income for "the three months immediately preceding" the application, while the PPA (politsei.ee) long-term visa page requires "documents proving the applicant's legal income during six months before the submission of the application". Both are official; the discrepancy is unresolved, so plan for six months of evidence. The gross/net basis is not stated on either official page and is therefore not asserted here. politsei.ee has no page at /en/instructions/information-on-digital-nomad-visa (404); the live official pages are the two listed above, where the scheme appears under the label "Teleworking (digital nomad visa)". The C-visa (short-stay) variant of the digital nomad visa is frequently described in secondary sources but was NOT verified on any official page fetched here — only the C-visa state fee (90 EUR) appears officially — so the entry is scoped to the D visa. The underlying rule is the Minister of the Interior's regulation on sufficient funds for long-stay visas; the Riigi Teataja consolidated text could not be read (the page renders via JavaScript and returned only a loading placeholder). No official tax guidance for digital nomads was located, so taxNote is null. The digital nomad visa is a visa, not a residence permit, and does not fall under Estonia's immigration quota.
