Finland has no dedicated digital nomad or remote-work visa. A self-employment residence permit for remote entrepreneurs was proposed in the Ministry of Economic Affairs' 2020 work-based immigration roadmap but was never enacted, and no such permit appears among Finland's residence permit categories. The routes that exist for a non-EU remote worker are the entrepreneur's residence permit (for someone already operating a business) and the start-up residence permit (for a new venture, which first requires an eligibility statement from Business Finland). Both require the business itself to be profitable and the applicant's livelihood to be secured by earnings from those business operations; where a start-up has no revenue yet, the applicant must instead prove sufficient livelihood from other income. The ELY Centre assesses the profitability of the business and the Finnish Immigration Service (Migri) issues the residence permit decision; applications are filed through the Enter Finland service and are subject to a fee.
