Art. 4(3) of the decree: the permit "è rilasciato per un periodo non superiore a un anno ed è rinnovabile annualmente se permangono le condizioni e i requisiti che ne hanno consentito il rilascio". The permit is revoked if the qualifying conditions lapse, or if fiscal or social-contribution obligations are not met (Arts. 4(4)-(5), 5 and 6).
Who qualifies
Non-EU nationals performing highly qualified work remotely using technological tools, either autonomously ("nomade digitale") or in a subordinate/collaboration relationship for an employer or client that may be based inside or outside Italy ("lavoratore da remoto"). Requirements under Art. 3(1): (a) the minimum annual income above; (b) medical and hospitalisation insurance valid for the whole national territory and the entire stay (the Tunis sheet specifies minimum EUR 30,000 cover); (c) suitable documentation on accommodation arrangements; (d) demonstrated prior experience of at least six months in the activity to be carried out; (e) for remote workers only, the employment or collaboration contract or binding offer, plus a signed employer declaration with ID copy attesting no convictions in the last five years for offences under Art. 22(5-bis) TU. Highly qualified status is proven per Art. 27-quater(1) TU: a tertiary qualification of at least three years, or a regulated-profession credential certified in advance under D.lgs. 206/2007, or five years' comparable professional experience, or three years' relevant ICT experience within the preceding seven years. Crucially, Art. 3(2)-(3) provides that no nulla osta al lavoro is required, and entry is outside the decreto flussi quotas.
Family
Family reunification is permitted. Art. 4(6): reunification of family members under Art. 29(1)(a)-(b) TU is allowed under the conditions of Art. 29, and "Ai familiari è rilasciato un permesso di soggiorno per motivi familiari ai sensi dell'art. 30, commi 2, 3 e 6, di durata pari a quello del lavoratore" — the family permit runs for the same duration as the worker's.
Where to apply
Apply for the entry visa at the competent Italian diplomatic-consular mission: type C for stays up to 90 days, type D for 91-365 days. Within eight working days of entry the holder must apply directly to the questura of the province where they are located for the "nomade digitale - lavoratore da remoto" residence permit, presenting the documentation endorsed by the consular mission. All supporting documents must be submitted as certified/authenticated copies, apostilled and accompanied by a conforming Italian translation.

What to know before you apply

The full text of the Decreto 29 febbraio 2024 was read as published in the Gazzetta Ufficiale della Repubblica Italiana, Serie generale n. 79 of 4 April 2024 (pages 5-7), but via a Regione Piemonte mirror because gazzettaufficiale.it returned only its JavaScript loading shell to the fetcher; the mirror is a facsimile of the official gazette pages and is recorded as secondary tier for honesty, with the substance cross-checked against three official esteri.it consular pages. Source disagreement on the income threshold is material and unresolved: the decree fixes no euro amount, and official Italian consular pages currently publish three different equivalents — EUR 25,500 (Bogotá and Pristina, both deriving it as 3 x EUR 8,500) and "circa 27 mila euro" (Tunis). The statutory healthcare-exemption base is itself periodically indexed, which is the likely cause of the drift. Because the pages that disagree are all official and none is authoritative over the others, incomeAmount is left null; applicants should budget against the highest published figure and confirm with the consulate handling their case. Note the scheme has no quota and requires no nulla osta, which is its principal advantage over ordinary Italian work routes.

What it means for your tax days

Art. 6 of the decree: the questura generates and communicates a codice fiscale when issuing the permit; digital nomads must additionally obtain a VAT number (partita IVA) under Art. 35 DPR 633/1972; the questura notifies the Agenzia delle Entrate electronically. If tax violations are found, the Agenzia notifies the questura and the permit is revoked. Art. 5: social-security treatment follows any bilateral social-security convention between Italy and the third country; absent such a convention, Italian social-security and insurance rules apply for the duration of the permit. No preferential tax rate is created by this decree. A visa is permission to stay; tax residency follows the days. Days are not the only test: Under art. 2 TUIR as amended by D.Lgs. 209/2023 (from tax year 2024) an individual is resident if, for the majority of the tax period, they alternatively: have their residence in Italy within the meaning of the Civil Code; have their domicile in Italy, redefined as the centre of personal and family relationships; are physically present in Italy; or are registered in the resident population register (anagrafe).
