What to know before you apply
SOURCE DISAGREEMENT within PMLP itself: the news/article page (published 26.07.2022, updated 11.02.2026) gives the income threshold as EUR 4213 per month, while the procedural guidance pages in both Latvian and English still print EUR 3192.50 (a figure consistent with 2021 wage data). The 4213 figure matches 2.5 x Latvia's 2024 average gross monthly wage and sits on the more recently updated page, so it is recorded here; applicants should expect PMLP to apply the current CSB figure, which by the published formula would rise again once 2025 wage data (average gross wage of EUR 1831 in Q1 2026 per the official statistics portal) feeds through. No official statement found on family members accompanying the holder, so that field is omitted. No official tax statement found on PMLP pages.
What it means for your tax days
A visa is permission to stay; tax residency follows the days. Latvia treats you as tax resident once you are present 183 days 183 days or more in any 12-month period that begins or ends in the taxation year, and residents are taxed on worldwide income. Days are not the only test: Section 14 of the law 'Par nodokļiem un nodevām' (On Taxes and Fees) makes a natural person a resident if any of the following applies: their declared place of residence (deklarētā dzīvesvieta) is in the Republic of Latvia; they stay in Latvia for 183 days or more in any 12-month period beginning or ending in the taxation year; or they are a Latvian citizen employed abroad by the government of the Republic of Latvia. Section 14(3) adds timing rules: a person not treated as resident in the pre-taxation year is treated as resident from the date they first arrived in Latvia, and a person who will not be resident in the post-taxation year is not treated as resident after the date they left Latvia if from then on they have closer ties to a foreign country (property or family abroad, or social insurance contributions abroad). The full tests and the official source are on our Latvia tax-day page.
