Who qualifies
A foreigner employed by or working electronically for a foreign company or their own company not registered in Montenegro (Art. 3(9)). Requires an employment or other contract proving that work, proof the company is registered in another state, plus the general Art. 43 conditions: means of subsistence, secured accommodation, health insurance, travel document valid at least three months beyond the permit, no entry ban, no unconditional prison sentence over six months, no security or public-health objection.
Family
Immediate family may join for reunification — spouse, their minor children, children of one spouse and adopted children up to 18. Reunification permits run up to one year and cannot exceed the sponsor's permit (Art. 44).
Where to apply
Apply in person to the Ministry of the Interior where you are staying (photograph, two fingerprints and digitised signature taken), or electronically via the Ministry's information system, after which you must report within ten days of entering Montenegro. A long-stay D visa exists for the digital-nomad purpose but covers no more than 180 days in a year.

What to know before you apply

Live and open since December 2022, not merely announced: the operative law is the amendment Sl. list CG 86/2022 which inserted Art. 60a into the Law on Foreigners, and the implementing Pravilnik was published 02.12.2022. The consolidated Law on Foreigners published 14 May 2026 still contains Art. 60a unchanged, so the 2025-26 tightening of foreigner policy did not remove this ground. There is no consumer-facing official how-to page — the Ministry's own residence page is an empty stub and euprava.gov.me lists no digital-nomad service — so the legal texts are the only official detail.

What it means for your tax days

Zakon o porezu na dohodak fizickih lica Art. 32d exempts from personal income tax a person earning income from employment or self-employment from an employer not registered in Montenegro, on the basis of acquired digital-nomad status. Confirmed in the consolidated text current to Sl. list CG 160/2025. A visa is permission to stay; tax residency follows the days you actually spend. Check Montenegro's tax authority for the day test that applies to you — and count the days either way.
